The implementation of the task "Development of a sustainable land management coordination mechanism" of Phase 1 Legislation and its implementation strategy and practice will achieve the integration of sustainable land management principles in policy documents and the legislative system, including: 1.1. a coordinated and improved legislative and regulatory system; 1.2. the establishment of incentive mechanisms and sustainable financing mechanisms; 1.3. the establishment of a coordination mechanism for addressing the land degradation problem.
The most relevant task in implementing Phase 1 is the formulation of the National Action Plan (NAP). The necessity of the formulation of the NAP is determined by the UNCCD and it is planned that the said plan will be approved by the Cabinet of Ministers of the Republic of Latvia. The NAP will define the goal of Latvia concerning the resolution of land degradation issues, the most essential activities for ensuring the implementation of sustainable land management principles in Latvia as well as assign competent institutions responsible for the execution of the said measures etc. During the drafting process of the NAP consultations will be held with representatives of all relevant involved parties.
The development of the coordination mechanism required for ensuring sustainable land management (SLM) has already been started – it is planned to develop the coordination mechanism and the information system necessary for ensuring its operation already in the near future. The coordination mechanism will be developed by a task force in cooperation with other Project Phases as well as experts assigned by the involved institutions as well as work groups and the management. |
