Development of Water Management in Municipalities of Eastern Latvian River Basins

Current Situation

The goal of the project is to carry out technical security work and raise the institutional capacity to improve the quality of the environment and develop water supply and wastewater services in 15 municipalities of Eastern Latvian river basins in accordance with the strategic goal of meeting water related requirements of EU directives and national standards.

Within the framework of the agreement signed by the “Environmental Projects” Ltd., it will be ensuring the monitoring of the project realization and implementation in 15 municipalities of Eastern Latvian river basins – Adazi, Balozi, Ilukste, Karsava, Ligatne, Lubana, Ludza, Malpils, Malta, Plavinas, Saulkrasti, Ulbroka, Vilaka, Vilani, and Zilupe. These cities are united in one group because of their similar problems in the water management sector i.e. a necessity for improved collection and purification of wastewater, better quality drinking water and institutional development.

The service agreement includes the development of tender dossier for supplier costs and monitoring the development of the tender dossier for construction agreements, supplier agreements and service agreement costs. Theoretical and practical training will also be ensured for municipal enterprises involved in the project regarding project management and engineering-technical issues, and assistance will be provided to municipalities and their water management enterprises in the creation or improvement of a quality control system, which will ensure a transition from averting the consequences to a planned style of management.

Support for group projects regarding river basins is one of the European Union (EU) Environmental co-financing priorities, which facilitates environmental maintenance, improves the use of investments and makes it more effective, implements management and monitoring, as well as favors the implementation of EU Water Framework Directive.
