From 22 to 26 October "Vides projekti" Ltd. organizes training programme for five delegates from environmental institutions subordinate to the Ministry of Nature Resources and Environment Protection and from Regional Environment Committees of the Republic of Belarus. The aim of the programme is to inform the Belarusian delegates on Latvian experience of environment protection when developing the waste management system, so that they could apply the knowledge acquired for organization of environment protection in their country.
Following subjects will be covered under the training programme organized by "Vides projekti" for the delegates from Belarus: – Organization of environment protection in Latvia (internal, external structure of the MoE, its functions, subordinate institutions, legislation system); – Role of the state enterprise "Vides fakti" in the system of environment protection (activities of the enterprise and projects accomplished in the area of waste management); – Organization of waste management in Latvia (legal enactments for the sector of waste management); – Standards for building waste landfills, their management, operation, closing and maintenance after closure; – Statistics of waste management and data collection on waste; – Organization of PHB waste management in Latvia; – Operation of system of dangerous waste management in Latvia; – Recovery of contaminated sites; – Implementation and financing of waste management projects; – Application of economic instruments for waste management.
As practical part of the training is planned to visit several waste management companies, to learn about creation of separate waste collection system in the North Vidzeme waste management region, to assess the actual operation of the landfill "Daibe", to see the dangerous waste storage site "Gardene", as well as to find out about system of medical waste management in a medical institution – in P.Stradiņš Clinical Hospital.
Accomplished programme of experience exchange will be evaluated and further cooperation of both countries on waste management issues will be discussed at the end of the visit.
The training programme for the Belarusian delegates is organized under the third phase of the project "Strengthening of Belarusian – Latvian Cooperation on Priority Cross-Border Environment Protection Issues". Before that – on 12 and 13 September within the framework of the same project international meeting in Svente Manor took place, attended by delegates of government and municipal authorities, scientists of both countries. During the meeting, options of preservation of nature values in the Latvian - Belarusian frontier area were discussed, also agreement were achieved on creation of two cross-border protected nature territories.
